The list of this equipment and transport infrastructure facilities where it should be installed was approved by the Decree of the Government of the Russian Federation No. 969. Often the transport safety certificate is called by the number of this regulation: “transport certificate 969” or briefly “STB 969”.

STB 969 is a national document valid only in the Russian Federation. Accordingly, it is issued by the executive authorities of the Russian Federation. Each product group has its own authorized body:

• FSB – for inspection systems, intelligent video surveillance;
• Ministry of Internal Affairs – for video surveillance, alarm systems, access control systems;
• Ministry of Emergency Situations – for warning devices;
• Rossvyaz – for communication systems and information transmission;
• Ministry of Transport – for information collection systems.

Each product group has its own unique requirements, also spelled out in Decree No. 969.

So, if you are going to supply equipment (video surveillance systems, security systems, communication systems) to transport infrastructure facilities in Russia, you will need a STB 969.
