CONFORMITY APPROVAL IN AZERBAIJAN

  Azerbaijan (officially the Republic of Azerbaijan) is a country located at the crossroads of Eastern Europe and Western Asia. It is a part of the Caucasus region, and is bounded by the Caspian Sea to the east, Russia to the north, Georgia to the northwest, Armenia and Turkey to the west, and Iran to the south.  The capital and largest city is Baku.

  According to the Law of the Republic of Azerbaijan dated April 16, 1996 “On standardization”, the state standards of Azerbaijan contain mandatory and recommendatory requirements.

  According to data for 2017, over 20 thousand interstate and 966 national standards were registered in the state fund of regulatory and legal technical acts. In particular, 94 national petrochemical standards, 322 standards in the field of conformity assessment, 249 standards in the agricultural and food sectors, 107 standards related to building materials have been developed. In general, the harmonization of state standards of Azerbaijan with European and international standards is 45%. 

  The list of products subject to compulsory certification is approved by the Cabinet of Ministers of the Republic of Azerbaijan and revised at least once a year. The current list contains 120 items, including such types of products as children’s toys, rubber masks and fins for swimming, children’s underwear, children’s shoes, washing, bleaching and cleaning agents, low-voltage equipment, trailers and semi-trailers, tools and devices used in medicine, surgery, dentistry and veterinary medicine, other medical equipment, vision examination devices, cars, motorcycles, helmets for motorcyclists, etc.

  According to the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan dated July 1, 1993 No. 343 “On the phased application of certification of products (works, services)” certification in the country is carried out in order to:

  • preventing the release and sale of products (processes, services) that are dangerous for life, health, property of the population and for the environment;
  • providing assistance to consumers for the competent choice of products (processes, services);
  • assistance to enterprises and entrepreneurs for their participation in international economic, scientific and technical cooperation and in international trade.

  The official language of the national certification system AZS is Azerbaijani. According to the aforementioned decree, certification bodies and laboratories (centers) applying for accreditation in the national certification system AZS must have the status of a legal entity, and the degree of their independence must be such that the factors of their administrative subordination and financial condition completely exclude the possibility of commercial, financial or any other impact on their personnel.

The national certification system AZS provides for a conformity mark, which is protected within the framework of the current legislation of Azerbaijan.

  According to Resolution No 175 of the Cabinet of Ministers of the Republic of Azerbaijan dated August 21, 1998, all types of telecommunications equipment and devices (both as a complete set and as a communication module) imported to the territory of the Republic, sold for sale and operation, must be certified in accordance with the requirements of the interconnected telecommunications network. It is the manufacturer’s duty to ensure that the technical level and quality indicators of products, as well as electromagnetic compatibility, meet the standards throughout the country.

  In accordance with the amendment No. 608-VQD dated April 14, 2017 made to the Law of the Republic of Azerbaijan, certificates of conformity are issued by accredited bodies. Since there was no EMC compliance assessment body before December 2020, EMC standards were also reflected in AZS certificates by AZS certification bodies. However, on 02 December 2020, a certification body was empowered by the Azerbaijan Accreditation center (AZAK) to conduct certification for compliance with EMC standards and reflect the relevant EMC standards in these certificates.

  • product manual/operating manual
  • testing reports of the manufacturer
  • technical passport/safety justification
  • technical drawings/pictures

Validity of CoC:

  • 1 year for mass-production CoC
  • not specified for batch CoC

There are other permission documents that may be required for the import and sale of specific products in Azerbaijan.
