CONFORMITY APPROVAL IN RUSSIA
Since the Russian Federation is part of the Eurasian Economic Union, the main document for admitting products to the Russian market is a Certificate or Declaration of the Customs Union (EAC). You can read about the requirements for products and the procedure for obtaining the EAC certificate of conformity and EAC declaration of conformity here.
However, in addition to the supranational EAC CoC (or EAC DoC) of the five EAEU-member states, there are also additional national requirements of Russia or requirements that appear due to the specifics of the products:
- for products containing encryption tools, it is necessary to get FSS Notification
- for telecommunication products, it is required to obtain FAC declaration of conformity or FAC certificate of conformity.
- for equipment using the radio frequency spectrum, in a number of situations it is required to conduct local tests in Russia in order to issue RFC conclusion for the subsequent receipt of an License of the Ministry of Industry and Trade of the Russian Federation.
- for products falling under the Customs Union Commission Decision “On the Application of Sanitary Measures in the Customs Union”, it is required to obtain State Registration Certificate.
- for technical means of ensuring transport safety a Transport Safety Certificate (STB 969 certificate) is required.
There is quite long list of permits that may be required for the import and sale of products in Russia.
