EURASIAN ECONOMIC UNION

  The Eurasian Economic Union is an international organization for regional economic integration. It has international legal personality and is established by the Treaty on the Eurasian Economic Union.

  The EAEU provides for free movement of goods, services, capital and labor, pursues coordinated, harmonized and single policy in the sectors determined by the Treaty and international agreements within the Union.

  The Member-States of the Eurasian Economic Union are the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation.

The Union is being created to comprehensively upgrade, raise the competitiveness of and cooperation between the national economies, and to promote stable development in order to raise the living standards of the nations of the Member-States.

The Certificate of Conformity of the Customs Union (TR CU certificate or EAC CoC) is a document confirming the compliance of the goods with the requirements of technical regulations that are common for all countries that are part of the EAEU. An applicant or a person applying for a certificate can only be a resident of the EAEU. The issuance of certificates is carried out under the strict control of the National Accreditation Agencies of the countries – member of EAEU.

EAC CoC can be issued only after passing the mandatory product certification procedure within the framework of the requirements of the technical regulations of the Customs Union. Obtaining a voluntary certificate of the Customs Union is not provided.

There is no single large list of products subject to mandatory certification in the Customs Union. There are many lists of individual types of products, which, as a rule, are adopted by the decision of the Board of the Eurasian Economic Commission. In some technical regulations, the list of products is available in the form of an attachment, and in some it is absent altogether. Instead, certain parameters are indicated to help determine the mandatory certification (for example, in the technical regulations for equipment for work in explosive atmospheres and equipment operating under excessive pressure). To date, most of the technical regulations of the Customs Union have already entered into force, therefore, the mandatory requirements for various product groups are established precisely in such documents. 

Typical list of documents for EAC CoC:

  • application form
  • contract between the manufacturer and its local representation
  • business license of local representation
  • shipment contract for batch certification
  • product manual/operating manual
  • quality manual of the manufacturer for mass-production certification
  • testing reports of the manufacturer
  • technical passport/safety justification
  • technical drawings/pictures

Validity of EAC CoC:

  • up to 5 years for mass-production CoC
  • not specified for batch CoC

Conformity mark of the Customs Union.

  Products that have passed certification in accordance with one or more technical regulations of the customs union must be marked with the product conformity mark. The image of the mark was approved by the Decision of the Customs Union Commission dated July 15, 2011 No. 711 “On a single mark of product circulation on the market of the Member States of the Customs Union”. 

In addition to the certification scheme, there is also a declaration of conformity.

Lists of products subject to the declaration of conformity are given in the relevant regulations, or are mentioned in them in accordance with the type of danger posed by the product.

The EAC declaration of conformity has the same validity as EAC certificate of conformity.

In the Eurasian Union, there are two additional unified documents that must be issued for certain types of products: these are STATE REGISTRATION CERTIFICATE  and FSS Notification.

Do not forget that each of the countries of the Eurasian Economic Union also contains national or supranational requirements. In some cases, it may be necessary to obtain a national certificate of target country.
