FAC/TELECOM APPROVAL
Telecommunications equipment which is going to be used in PSTN must prove that it does not endanger safety, integrity and operational stability of the PSTN.
The conformity approval of telecom products is a mandatory step for Russian market access. The compliance with technical requirements must be proved with participation of Ministry of Digital Development, Communications and Mass Media of the Russian Federation (for FAC declaration way) or with accredited in the National system Certification body (for FAC certification way). Only after that telecom product can be placed on the market of Russian Federation.
There are three basic documents which regulate the market circulation of Telecom products in Russia:
- Federal Law of the Russian Federation #126-FZ of July, 7 2003 “About telecommunication”.
- Government Order #113 of February, 04 2022 “List of telecom equipment subject to mandatory certification” (it replaced the previous Government Order #532 of June, 25 2009)
- Government Order #1387 of August, 05 2022 “On the Rules for organizing and carrying out work on the mandatory confirmation approval of telecom equipment” (it replaced the previous Government Order #214 of April, 13 2005)
Government Order #113 states that follow telecom products should have FAC Certificate (all listed types of equipment have subclasses listed in the official document, that is, not all equipment from the list is subject to certification – please ask details via RFQ form or by email):
- Communication equipment that performs the functions of switching systems
- Communication equipment that performs the functions of digital transport systems
- Communication equipment performing the functions of control and monitoring systems
- Communication equipment with measuring functions, taking into account the volume of communication services provided by communication operators in public communication networks
- Radioelectronic means of communication
- Communications equipment, including software that ensures the implementation of established actions during operational-search activities
- Terminal equipment that can lead to disruption of the public communication network
Other Telecommunication products mentioned in Federal Law #126-FZ must have FAC declaration (it can be wired and wireless phones, fax machines, cell-phones, TV-sets and notebooks with Wi-Fi/BT modules etc.)

Please don’t forget that most of telecom products support encryption and data transmission, so they require FSS Notification to be legally imported to EAEU market.
