FSS NOTIFICATION

It is the procedure for notifying the Federal Security Service of software or hardware encryption functions and cryptographic algorithms. The FSS notification applies to computer equipment and other devices that have encryption functions and are included in the List of sec. 2.19 of EEC Board Decision #30 dated April 21, 2015.

FSS notification is a notice document issued by a manufacturer or its’ official local representative. FSS notification confirms that the declared products have certain encryption characteristics, and manufacturer/local representative undertakes to maintain these characteristics unchanged throughout the entire period of FSS notification’s validity. In this case, the FSB simply registers the notification and enters data about it into the Unified Register of Notifications on the Characteristics of Encryption (Cryptographic) Means, available in the public domain on the website of the Eurasian Economic Commission. The search for registered notifications is publicly available.

Scope of FSS regulation:

  • Products that use crypto algorithms
  • Products with limited crypto features
  • Crypto components (software) of operating systems, which can’t be modified by end-user
  • Personal smartcards
  • Radio/TV broadcast receivers (without crypto features)
  • Equipment with crypto features that are not available to end-user
  • Equipment with crypto features, especially developed for banks and other financial operation
  • Portable wireless devices intended for cellular communication and LAN (400m max)
  • Equipment for protection of telecommunication systems
