RUSSIA. TEMPORARY MEASURES.

Russian Government has issued Government Decree #353 of 12 March 2022 “On the specifics of licensing activities in the Russian Federation in 2022″ that will come into force on March 14, 2022.

According to Annex 18 p.3 of this Decree, all documents of conformity (certificates and declarations) expiring between March 12, 2022 and September 1, 2022 will be extended for another 12 months automatically.

Additionally, conformity assessment documents do not need be submitted to the customs authorities when importing the following categories of goods:

  • Spare parts imported for the maintenance and/or repair of finished products previously released for circulation in the territory of Russia
  • Parts/components/raw materials/other materials for use in manufacturing products in the territory of Russia

Moreover, it is not necessary to have legal copy of CoC/DoC during a customs clearance (authorization letter from local rep to importer is still mandatory)

Between 21.03.2022 and 01.09.2022, it is possible to replace EAC CoC/DoC based on local tests by declaration of conformity based on manufacturer’s own compliance evidence. It is applicable in the following cases:

  • Batch shipment
  • Local rep is located in Russia
  • Technical documentation for product and manufacturer’s test reports have translation to Russian.
  • Validity of such “special” DoC is 6 months
  • EAC logo on the product is forbidden
  • Product is not in exception list of Ministry of Industry and Trade of Russia (will be constantly updated)
